app-shells/bash: add 5.3, drop 5.3_rc2*
I'm keywording it from the off because I've been running with this
for ages.
I've also dropped the removal of bundled readline -- we still use
the system copy, but the build was failing because builtins/ needs
rlconf.h for a few objects.
