dev-ruby/nokogumbo: update nokogiri dependency

We need nokogiri 1.11 to build against, but this is not required in
runtime. This change makes the upgrade path for nokogiri easier, in
particular in relation to dev-ruby/sanitize slots.

Package-Manager: Portage-3.0.20, Repoman-3.0.3
