sci-mathematics/singular: fix CFLAGS/CXXFLAGS support, mostly.

This build system is a maze, but it turns out that we can fix most of
the C(XX)FLAGS problems simply by passing --disable-optimizationflags
to ./configure.

Closes: https://bugs.gentoo.org/777792
Package-Manager: Portage-3.0.18, Repoman-3.0.2
Signed-off-by: Michael Orlitzky <mjo <AT> gentoo.org>
