sys-libs/ncurses: version bump to 6.0

The bare min changes are here to get it working as more updates will
follow.  Focus is on making the base ABI match upstream defaults for
this release -- namely that we update to ABI 6 which includes colors
and other new extended features. #373767

Based on work by Lars Wendler.

+when checking if c++ compiler works. This breaks the compiler's built-in search
+path. I've included two patches. The first works on the configure.in file, which

+one; it should mirror what the first patch tries to achieve and works for me.
