net-misc/curl: version bump to 7.65.2

This version introduces experimental flags to disable
the following: dateparse, dnsshuffle, doh, http-auth,
mime, netrc, progress-meter.  These are enabled by default
in the current ebuild, but we may want to test adding
USE flags for them.
