layout.conf: Disable SHA256 & WHIRLPOOL hashes, enable BLAKE2B

Switch manifest-hashes to 'BLAKE2 SHA512' and enable
manifest-required-hashes as 'SHA512' as decided on 2017-11-12 Council
meeting.
